I certainly hope you are using better English in your emails (or whatever the native language of the country in which you intend to do graduate study is in) than you are using here.
I'm not sure I understand your question, but no, his email does not say any % of chance. No one, not even a professor on an admissions committee, can tell you what % chance you have of getting admitted. Graduate school admissions aren't a precise science like that. He hasn't even looked at all the other candidates and seen who you are competing with. Telling you that he will look at your application after you submit it isn't saying much, since he probably looks at all or most of the applications from people who wish to work with him.
Also, he said he would talk to you about a research topic AFTER you are admitted. What that basically means is that if you are accepted to the school, he will then talk to you about the possibility of working in his lab and doing research, but not before.
