For NSF research proposals, does it matter what order the citations are in?

Alphabetical or any other sort of order?

I'd say go with putting a footnote-style number when you're citing a work and then listing everything in order at the end in a separate references section.

There are different deadlines for different fields - the deadline for life and geosciences was November 19. But for future folks looking through this thread, the order doesn't matter as long as it follows a field convention. Vancouver style has them listed in the order they appear; APA and MLA styles have them appear in alphabetical order.
