gpa requirements for masters program

I want to apply for international development masters program. my undergraduate gpa is 2.65. B.S in Science. I didn't know what I want to study when I was in college. My big mistake was choosing science degree! I still regret it so much.
I work full time and have a lot of community services and I'm bilingual.
Please give me your honest opinion if I have chance of getting into masters program? Or if you have any suggestion, please let me know I really need help!
