Do students usually open local bank accounts?

Do students usually open local accounts or just use ATM's to access money? Do you know if kids are charged an ATM fee if it isn't affiliated with their card?
I'mhoping to just send my D to school with a debit card and not have to deal with opening up a local account.

My daughter opened a checking account at NBT which is the bank with an on campus ATM. If she used her home ATM card, I believe the fee was $1.50or more for each transaction. She keeped I believe $100 in that account to keep free checking and only used it for her cash/ATM. We would deposit money into her home checking account electroniclly and she would then deposit money into her local account as needed.

The people at the NBT in Clinton Village were very helpful when I spoke to them last summer.
