depends on the applicant; generally, a 3.8+ GPA and a 33+ ACT (2200+ SAT) are perfect (higher is always better, but past this point, your stats most likely won't be the deciding factor in your rejection/acceptance), but it always depends on the applicant; i imagine there are a good number at harvard that had 30s and 31s on their ACTs (or the SAT equivalents for those scores) because they did some amazing thing
i too am a harvard hopeful; i think i have a better chance at harvard than i do at princeton or yale, oddly enough (well, besides the fact that Yale deferred me to regular decision) b/c i have a couple more things going for me for harvard; but if i don't get in, i don't get in, and i know that another great school will accept me (not necessarily an Ivy, but a great school - I've applied to about 11 or 12 schools)
