If the statistic quoted is accurate and and assumption by the author, then if HArvard does not consider rank the 69% would be a very bizarre coincidence.
Also, I am wondering if the parameters as defined in the CDC have changed because I would swear I remember reading rank to be important when I would have been examining the CDC last year and the year before.

They are indeed very different from each other. Most strikingly is the change from 2007-2008 where rank is second most important to 2008-2009 where rank is "not considered".
IDK if that reflects changes in Harvard admissions or changes in who the person was that filled out the CDS forms.
