Juris Doctor question.

Hello, I am a perspective student. So here is my question: Can I go to Harvard Law School after I graduate from Penn State with Bachelors Degree? Supposedly my LSAT is around 170-174 and my GPA is 3.7-3.9.

It looks like you will have a good chance for admission with those stats. I think you would get better answers if you posted in the law school section (Law School - College Confidential). Also check out a website called Law School Numbers. Applicants from previous years list their stats and tell you where they were accepted/rejected.

From my perspective, your prospects aren't so good.

At the Law School Numbers site just click on the school you want then choose applicants or graphs to get an idea. Here's the link for Harvard Law 2009-2010 LSN :: Harvard University - Applicants

HLS cares about numbers. It is actually possible to get into HLS with the right numbers.

Make sure your GPA and LSAT are on the upper ends of the ranges you've proscribed for yourself.
