Green Eggs and Ham by Dr. Seuss. Sam represents the general public who are against spending billions of dollars on war (green eggs and ham) but yet the government continuously tries to force Sam those unappetizing green eggs and ham.
Fascinating read if you ask me.

Conservative: free to choose by Milton Friedman. It makes economics extremely easy to understand for anyone and it's a great read.

Liberal:
A People's History of the United States by Howard Zinn
This was our required read for APUSH last year, but it pretty much covers all of American History. I'm not very liberal, but I thoroughly enjoyed this book, despite the length. It really gave me some things to think about. I think it's great that your teacher is making you read a book from each political side.

I say Atlas Shrugged is a great book because it makes you think. Of course you can't actually try to live your life like that. I actually enjoyed the book and it made me think a lot, hence making it by my criteria a great book.

Conservative: The Road to Serfdom by F.A. Hayek
This is the classic foundation tome that posits conservative capitalism vs. socialism, communism, etc.
