Basically, if the club never existed before, you can't make it. For example, there used to be an Asian Club, but we didn't have one this year. Someone could start that up again. But a procedure to make a totally new Environmental Club or Model U.N. probably doesn't even exist.
Makes me wonder how the clubs we have even got there in the first place.
