are PSAT results mailed home or sent to school?

last year the latter seemed to be true at my school...

well where i live there are sent to the school and then they go over what each score meant and if it was good or not.

Unfortunately, unless you are homeschooled (and even then I've read this sometimes gets crewed up), the scores go to the schools. The schools they hand them out on their own schedule, so they can explain what the scores mean.

Why they do it this way, when the AP and SAT scores are sent home, is beyond comprehension.

Since PSATs are given by the schools and registration is at the school (unless you are homeschooled), it makes sense that the schools get and distribute the scores. Schools often use the PSAT as a way of introducing students to the whole college admissions testing landscape. (Remember, most high schoolers are not as focused as CCers.)
