Being blunt, UPenn is a reach. I think getting in will be a stretch. Though ofcourse, you should apply. There are so many stories of people with low SAT scores getting in at Harvard and the likes.
Texas schools are a match, and all of them are great schools. Wyoming is pretty much a match too.
As for the others, you should google "X college student profile". That gives you the average SAT scores and then you can judge it on your own.

UPenn is not a reach. It is impossible with those extra-curricular activities and those SAT grades. Yes, there are students getting into Harvard with low SAT scores, but I will BET you that there are no INDIAN students getting into any Ivy with low SAT scores. You don't compete with the people who get in with those scores. You're competing with the overachieving cutthroat crowds from the glittery Indian cities, whose names you hear about in the newspapers so often. Good luck doing that with any hope at all... Cheers.

UT-Austin (engineering) is tough to get into if you're not an in-state student. I'm afraid your SAT scores might not cut it there.

I'm at Texas A&M right now
I had a SAT score
Math 800
Reading 520
Writing 600
this was last year
And getting into A&M is becoming more and more difficult..
its ranked 2nd (after stanford) for petroleum engineering program
i would suggest you to take your SAT again to improve your chances and also apply as early as possible ...dont wait until the last day of deadline coz they give rolling admissions...
good luck!

610* writing...my bad
and this was in 2010
I have been at A&M since fall 2011
and yes UT Austin is too tough
and PSU is a good school..and you have a chance in PSU with ur SAT score..
and i m afraid..other school that you are applying to, are not good ranked for engineering..
i dont think its worth spending so much and going to those ones..
check the engineering rankings again.

Hey! Thanks for your input. Well, I don't exactly have any time left to retake my SAT exam as I am preoccupied with planning my school's annual day along with supervising the carnival within this month itself. I wish I was a little more strategic and organised during my senior year. Plus, the admission have already started for 3 of them. :/
And I did hover over the PETE program rankings, and as of now my priorities are in the following order:-
A&M>PSU>OSU>Montana Tech>UAF>Others
(Took out UT out of the picture, for obvious reasons)
