I doubt very much that there are any quotas. To apply early is a good plan in any case - you'll have a better chance, and there is more money available for people who apply early.

I don't believe there is a quota. However, out of state students historically account for 30% of the incoming freshman class.

Does anyone know to to facilitate the costs as much as possible of going to an out of state school like Indiana?

if you raise your act score, you are eligible for a 7 grand a year scholarship from IU. Also, you can get various scholarships from fastweb.com, these you dont have to pay back, unless it says so. You will probably get Financial Aid from IU, but alot of these you actually have to pay back in the end.

i think its the equivalent to a 1250 SAT Verbal + Math. It might go up next year though, since the schools got better students this year and it always get more competitive. I think it is a 29 on the ACT

I think the SAT score needed this year for the $7,000 per year is around a 1300 SAT (it does go up every year, it seems). Also, make sure to apply early. My son applied late, and so he only got $1,000 per year, even though he was at the cutoff for the SAT score--his loss (and mine, too I might add--to the tune of $24,000 total over the four years).
