Financial Aid For Internationals

Hi,
I am an International student planning to study in the USA, and I know that it is expensive for international students.
I need some advice/information on what I can do with my situation.

-I plan to study finance
-My parents can pay up to 25-30K (USD) max (inc tuition books accommodation food ect) Per year.
-Haven't taken sat yet (taking soon)
-but I score in the top 15%-5% of students in my country

I am not totally sure if 25-30K will be enough for a good college (looking at Uconn and they need a signature to verify that we have 46K available for first year)

How does the aid process work, do they give aid out automatically (for good students?) or do you have to apply? and is it easy to get?

What are some good colleges that give aid to international students, or is the amount I have available to attend college enough without aid?

Thanks
