Transferring to another school while you are out of States

Hey

I'm already on a F1 visa (the visa is still valid and expires in 2015) and I was studying English courses as full time student. I finished my coursework at my current school in June. I am currently out of States. I wanted to get new admission from another school. The new school told me that I need I-20 (as new student) and apply for new visa because I am out of the US and finished classes before more than 2 months ago !

I am wondering if they are right or not. Should I transfer my SEVIS from current school even though I finished my studying there ?

I am confused a little bit.

Yes you need a new I-20. Even if you were in the US, changing schools means a new I-20.

Email the new place and ask for details about handling this.
