Cheapest American colleges for international students

I'm a Canadian student who is interested in studying in America, but I've heard the tuition costs for international students are rather overwhelming. So before I take my SATs, I would like to know where the cheapest colleges are for international students. Here in Ontario I'm expecting the tuition+housing/fees to be between $11,000-18,0000/year. If anyone can point me to some colleges (If there are any) that are around that price range, that would be great.

Also what is the difference between SAT/ACT, do I need both or just one?

You only need one, though you may need SAT II tests in addition to one or the other of ACT/SAT.

No US schools charge a separate international tuition rate. Private schools charge the same for everyone. State schools have in state and out of state tuitions.

As in Canada, room and board charges are in the $10,000 to $13,000 range alone. Out of state tuition at its lowest would be around $15,000/year. Need based aid is only offered to internationals at some of the most selective schools (eg Harvard).

From my experience you will save 10-20000 dollars by staying out of the coasts.
Apply for state University in the Midwest or in Midsize cities the education is good and the tuitions are lower .

Check North Texas, Eastern Washington, South Dakota for example if you want more affordable tuitions .
