University of Notthingam and other unis for accounting

Heey
I am planning to do an undergraduate degree in accounting and am considering abroad universities. University of Notthingam in Malaysia has been the most appealing for me so far. It ranks 75th in the world, got a decent accounting program and is reasonable as far as costs are concerned. It's tution fees is about $12,300 and when you combine living expenses it comes to about $16000 a year. Plus, students with 3 A's in A levels get a 25% discount.
However, I don't know much about universities in Canada, States or Australia. Are there any better options there in the sames costs range? Also, what's the scope of international students getting a scholarship in those countires based on their A level results?
My O level result:Accounting: A*
Business studies:A*
Economics:A*
English:A*
Maths:A
Urdu, ICT and Islamiyat: B

My AS level result:Accounting: A
Business Studies: A
Economics: A
Applied ICT: B

I'll be giving my A2 exams in may june 2013 and I am hoping for 3 A's atleast. I haven't given SAT or any other exams though, would they be necessary?
Any help would be much appreciated

Where do you want to work after college and in what position?

Be aware that accounting procedures and accounting laws are different in each country. Ideally, you would study accounting in the country that you'd like to settle down in.

In the US, scholarships are awarded primarily on the basis of SAT scores.
