Help! Messed up CR

I took the SAT for the second time on October 6. My CR score was 600+ when I took it for the first time, so I was eligible for a toefl waiver. But this time,I totally messed up CR. Even though the results will be out after 2-3 days, I'm sure I'll probably get 400 or something. I just went blank during the exam. I regret not cancelling the scores. I have already sent both my scores to my top choices(I can't believe I did that). So, will the colleges overlook my new extremely deplorable CR score and consider the previous one for toefl waiver?
