A money order is basically a pre-paid check. You pay the full face value plus a processing fee when you purchase the money order, get a piece of paper, mail that to Goucher, and then Goucher can exchange that piece of paper for cash at their bank. At no point does your bank need to transfer money directly to the recipient.
However, not all countries have money orders. For example, the German postal service discontinued selling money orders in 2002 and to the best of my knowledge no one else in Germany is selling money orders either.
Other alternatives might be your credit card, traveller's checks [payed a few of my application fees with those], or Western Union.
Why don't you do a bit of research to figure out what your options are for international money transfer (credit card, wire transfer, traveller's checks, etc) and then email Goucher and ask if any of those would be acceptable?
