Question re: I 20

Do most colleges require a completed I 20 form at the time of application to the college, or do they usually only require these after the student has been accepted? I am trying to help several Chinese students that attend our small private school with their college applications. TIA!

The I-20 is a visa document that's issued by the college after admission.
