I don't know anything about Imperial College specifically, but UK schools usually don't accept transfers. They don't really have such a concept. You will probably have to apply to start again as a first year. It's rolling admission and the final UCAS (
www.ucas.com) deadline is sometime in January (15th I think). If you have already completed a year at another school, it might be possible for you to apply for second year entry directly, but this is an unusual route. I would advise you to contact their international admissions people ASAP if you intend to do this. There might be specfic entry requirements that you have to complete.
It has only taken me about 10 seconds to find a list of all undergraduate courses offered at Imperial. Learn to use Google.

Since there is no electrical engineering with physics course listed, the short answer is no.
You can use the search facility at UCAS to find if this combination is offered at any UK school. I suspect not because any type of engineering is considered a difficult course and you might not have time to take additional classes.
