Well, I'll give you an example. Berkeley's cost for in-state applicants is bellow 10.000 dollars (from within California) whereas out-of-state applicants have to pay more than 20.000 dollars...get it?

channn you are considered in state by UCs if you are a resident of California and if you reside in some other state you are considered out of state

In the end it comes down to amount we have to pay as debate_addict pointed

yep in most of the colleges you dont have to pay anything if you get into the Honors program! <----NOW THIS IS SOMETHING!
