in state/out of state

is it true that it is harder for an international student to get into a public university than a private university because there aren't enough quotas in public universities for international/out of state students?

Depends entirely upon which public university, and which private university you're comparing it to.

Here in Bottineau, North Dakota, our international students hail from Serbia, Latvia, Sweden, and Canada for the current school year. Many came to play on our NJCAA Championship Ice Hockey team, but all are integral parts of our student body. With only about 500 students, it is easy to get to know everyone. Also the community is a mix of nationalities anyway, with the predominance being from Northern Europe and Scandinavia. Admission is not a problem as ND has open admissions for any student in the two year schools. Doing well in the smaller classes opens the door to transfer to larger schools, or in the case of the natural resource and technology programs on campus the door to a large choice of employment around the world.
