So where has everyone been applying this year? Does anyone know any universities in USA that let international students pay the in-state tuition fee if their academic results are good?

Anyone? Could someone please name some universities with low tuition fees (below $18,000) that could be good for an undergraduate student who wants to study chemical or electrical engineering?
UT arlington, UT dallas . I don't know how good it is but they let you pay in state tuition fees and even give you a scholarship if you have good grades and sat scores.
A good school to look into is University of Alabama. They give out scholarships to internationals with good SAT scores. If you manage to get the presidential scholarship, your entire cost of attendance can fall below $15,000.
@Ssparkk Thanks. Some of the universities in Texas seem to provide this offer. I'm looking at Texas A&M.
@RoughE University of Alabama is pretty good but sadly they don't offer chemical engineering. I wanted to keep it as one of my choice majors.
What do you think my chances are at texas a&m. My SAT scores are 2010 (Reading:590| Math:720| Writing:700) And how is university of iowa? I heard from a friend they provide good scholarships to international students.
