Your application is complete for our Early Decision Round and you will hear from us concerning the decision of the admissions committee by mid December." Would applying under the Round I admissions schedule conflict with the early action or early decision policies of other universities?

No, Jacobs has ED option, and Round I is another thing.

The future plans section of the Common app for jacobs university states the following:

Decision Early Decision Deadline: 11/01/12
Decision Early Action Deadline: 12/01/12
Decision Early Action II Deadline: 02/01/13
Decision Rolling Admission Deadline: 06/01/13

Their naming Round I as Early action is slightly scaring me. Does someone know the reason for this?

I think the reason is that American colleges do not have rounds, but have early decision/early action/regular decision.
Since Round I is non-binding and you don't have to sign an ED agreement, applying to Jacobs in Round I will not conflict with ED of another college.

Probably because that's the format for reporting application deadlines under Common App. Why does that terminology scare you?

Well, I guess there could be an issue with single-choice early action schools. If you are also applying SCEA somewhere, I recommend you check with the SCEA school ahead of time but I don't think they would mind. Jacobs itself cautions applicants not to wait until the final application deadline...
