MIT Application
Can I fill out Part 1 online (biographical info) and then send in Part 2 (scores and essays) by mail along with my recs and things? Or do I have to send part 2 online along with Part 1?

I don't see any reason why not -- after all, everything gets printed and put in a folder anyway, so it's all going to the same place.

You might want to include a cover letter with the mailed part 2 indicating that you submitted part 1 online, just in case there's any confusion.
