Each dean has X amount of tickets that they personally decide which students get. Iirc, the dean of the school of engineering (so 2, 6, 16, 10 etc etc) has 20 tickets. Ya so basically no one who is not a star in their department or cozy with the admin will be likely to get one.

MIT had 100 tickets - 50 went to staff, admins etc. etc. and 50 went to students. I'm not sure how the student tickets were allocated exactly, but they definitely were free for those students chosen. You could also purchase a ticket for $500, but that wasn't through MIT.

Also - for the record - neither of the students that I know that got tickets could be described as 'cozy with their school's Dean', but both are heavily involved in the UA and generally do a LOT for the student body.
