Yes, applicants need two subject tests (math + science), regardless of whether they choose to take the ACT or the SAT.

But as to the original question, as Djkovic says, MIT will use only the scores that make you look best. Since we don't know the ACT-to-SAT conversion, it's to your advantage to send all of your scores and let MIT decide which to use (unless one set of scores is clearly better than the others and you want to save the money it costs to send them!).
