Can I obtain temporary quebec residency?

QUEBEC RESIDENCY HELP

Born: in Canada, outside Quebec 18 years ago
Parents: non-Canadian
Residency: lived in Canada for a year after birth but moved to a diff country
Status: dual nationality
Proof of Canadian Citizenship: birth certificate (non-Quebec), canadian passport

Can I obtain temporary quebec residency?

And if so - is it worth it? It seems like such a hassle ....

I think I fall under Situation 8 under McGill's Legal Documents webiste:

<<At the time of registration or before the end of the semester, you have been residing in Quebec for more than three months and you have not resided elsewhere in Canada for more than three months since your arrival in the country>>

But heres the catch

Premise:
1) You were born abroad to a parent who is Canadian by birth - NO
2) You have never lived in Canada prior to now - NO
3) You have taken up reisdency in Quebec within 3 months of your arrival in the country - YES (i will be living on rez)

So I thought I can't obtain residency...

But I found ATTESTATION OF QUÉBEC RESIDENT STATUS FOR CANADIAN CITIZENS AND PERMANENT RESIDENTS OF CANADA on the internet

And according to this,

<<There are times when some persons have Canadian nationality and come to reside in Canada FOR THE FIRST TIME in their lives. If the above statement applies to them, they may check off this situation, but they will have to submit a file in support of their application. The educational institution is responsible for analyzing these students’ files. Since there is no date for obtaining permanent resident status in this case, the student must prove that he or she DID NOT RESIDE ELSEWHERE IN CANADA FOR MORE THAN 3 MONTHS DURING THE LAST TEN YEARS by means of transcripts, employment records, proofs of residence, etc. The student must also provide a sworn statement in support of his or her file. The supporting documents must prove that, during the period in question, the student resided either in Québec or in another country. >>

I'm not sure whether Im considered a person "who will be residing in Canada for the FIRST TIME" but yes, I have not lived in Canada for the last 10 years

So am I eligible? (Im going around in circles...)

i doubt you're eligible for the 3 months since it's first time FROM BIRTH, plus you need to understand that for those 3 months you can't study full-time at any accredited university.
i will study part-time my first year to obtain quebec residency. it's worth it for me because i plan on going to mcgill's med school, and its admittance rate for quebec residents was 57% last year in comparison to something like 9% for out-of-province and international students.
the tuition at mcgill is already pretty cheap, but resident tuition is still cheaper.
