No, McGill does not, and I doubt you will find any school outside the Arab world which does.
McGill does have three two-semester classes (9 + 6 + 6 = 21 credits) of Modern Standard Arabic (i.e. fusha/literary arabic) but does not teach any spoken Arabic (which is an ill defined idea anyway.. which country's spoken Arabic do you want to learn?).
