I applied on October 27th and my account shows the following message.

Application Status
Your application file is complete. There is no decision at this time. Decisions are typically made 10 to 12 weeks after all application materials are received. Once the Admissions Review Committee has made a decision regarding your application, an official letter will be mailed to you. Admission decisions are not provided over the telephone.

Does it mean that my application is processed as a regular decision application?

There is no such thing as early response at MSU -.- (except sort of by invitation, but that was due at the beginning of Oct). MSU has rolling admissions, which means they'll get to it when they get to it.
