Did not reply to CPRS; NMS Eligibility?

I attend an international school in China but am an American citizen and took the NMSQT last fall (2011). I believe my school received some mail from NMSC about me qualifying for NMSC or something (to clarify, all mail being sent from the US goes to my school not my home address); however, my school's administration never gave me the mail, and school is out now. I believe the item of mail I should have received is about the CPRS (College Plans Reporting Service), and I think the deadline for response has already passed.
My question is: does this affect my eligibility to become a National Merit Semi-finalist or Finalist? My score was high enough (228) to at least be commended I think, but I was not able to respond to the CPRS because my school never gave me the mail.
I really appreciate anyone with knowledge about or experience with NMS who replies. I realy do not want to lose the opportunity to become a NMS only because my school never gave me a piece of mail. Thanks.

No, the response was optional. Should not affect you being commended or NMSF

Doesn't matter.

However, if your PSAT is high enough to make NMSF, you should be notified by Sept. if you aren't notified by mid Sept, then contact both your school and NMCorp.

Thanks for the replies. After carefully reading through the NMSC Student Guide, I came to pretty much the same conclusion, but I wanted to be sure I wasn't misinterpreting anything.

ADTolkien - my daughter is also a U.S. citizen that just graduated from an international school in South America. She had a lot of problems with not receiving the mail in a timely fashion and would have missed the deadline for the NMF application (the school said they never received the letter) had it not been for the news here on cc and a great college counselor.

So I would recommend that you follow the national merit forum on cc to see when others are getting their letters (like M2CK said it should be Sept). Your score should qualify you for NMSF.

We just recently had a scare because we never received another piece of mail (her scholarship offer that had to be signed in May). We didn't know to be expecting more paperwork, so didn't know anything about it until her college e-mailed her that she would be losing the NMF scholarship. Fortunately we were able to work with NM and her college reinstated the scholarship.

So congratulations on a great PSAT score, but please follow up at every stage to be sure you have received all the paperwork. I hope the NM Corp will start to communicate via e-mail with overseas students in the near future.
