Minimal and general observation by a great many observers seemed to indicate the USNA 'Dant assignment was not a particularly good assigment and use of her experience, gifts, and personna. Her promotion and new star might similarly suggest that her superiors deemed her efforts worthy of promotion, sooner than later. In the end, a win-win situation for her going forward and those remaining behind, we might fairly conclude.
More generally, we might conclude that the USNA "tradition" of quickly moving along 'Dants can be an organizational strength minimizing potential damage, or as we're contemplating the present, not so cool and minimizing opportunities for longer exposure to exceptional leaders.
