Target ACT scores

I'm applying to Stern RD. I'm competitive in every section except my GPA. I have a 3.65ish and am 73 in my class (top 17%). My test scores aren't terrible, but they wouldn't offset a 3.65UW and only top 17%. I am taking the ACTs again and hoping to get a 33. Would a 33 be high enough to offset my GPA issues????
