Second Bachelor´s Degree

Hello. I have researched this day after day and I would like to have some specific questions answered

I graduated from UCLA with a literature and history degree in 2004. I have worked abroad and now I am coming back to the U.S. However, I see that my degree is not opening up any doors for work. I was considering applying for an MBA program but from what I have been reading, with the state of the economy, the MBA seems to have lost the novelty it once had. Why put in $60 plus investment and time (usually two years) to come out without a job? During my job search, I constantly see that technical skills and majors are solicited everywhere. I was good at Math and actually took come courses at the local community college after receiving my BA. During that semester, I met others who had also gone back to school for a career change. I want to do a degree in Civil or Mechanical Engineering. I have spoken to some CSU counselors (Long Beach and Northridge) who seem to be accepting Second Degree applicants even in the midst of enrollment limits. I would like to know the following

Am I too old to pursue an Engineering BS degree? (I am 28 at the moment)?
Taking a step ahead, upon graduating will employers consider me for work, despite my age?
Are there other state schools which I should consider?
