The College of Architecture at State is known as the School of Design. I have heard it is difficult to get into and you must submit a portfolio.
My S changed his dept. from College of Engineering to College of Natural Resources right after he was accepted. It was handled through the admissions office. But I believe in your case you would need to contact the School of Design first and ask some questions about being admitted. I think admission to the School of Design is more competitive than College of Engineering.
