I know residence halls open September 16th for new students
but is anybody moving to Evanston earlier than that to "check things out"
and get used to the surrounding area?

and if you are, do you plan to stay at a hotel?

I think it's September 15 not 16. It was the 16 last year.

You can visit the campus early (e.g., stay in a hotel) to check things out. I would recommend moving in during the official move-in week unless you're staying in an off-campus apartment.
