In other words, is the infraction cited against the driver, or the owner? You need to read the school's policy and determine to what party the infraction is assessed.
In most circumstances, the owner of the vehicle is the responsible party, yet if the school's policy issues the permit and infraction to the driver, then the prior two infractions should not result in you having been towed.
In theory, it could be argued that your dad (as owner) parked illegally 3 times on school property. That's why you need to see the written policy to validate your argument for reimbursement.
