Upward Trend, how much does it help?

S is AA male who transfered from an average intercity school to a very good suburban school sophomore year.

S was a honors student at previous school but the classes were easy, he really struggled during sophomore year catching up to the new schools class content which was well ahead of his previous school.

The result is he had a very low GPA after his sophomore year going into junior year.

Junior year 2 honors classes 3 AP (5,5,4) classes 3.8 GPA. 690M/720V SAT

Senior year 3 AP classes 3 honors classes 4.0 GPA

As a result his overall GPA 3.5 and rank don't reflect his success or the potential he has shown the last two years.

He is the only AA in 2 of his AP classes and 1 of 2 in another. (School Enrollment 1800) ranked excellent.

Can he still get into top schools with a 3.5 and top 25% class rank with this upward trend?

How should he address the struggles he had adapting to the new academic environment his Sophomore year in his applications, a letter?
