The benefit of earplugs or headphones can also be the biggest problem. They will cancel out the partiers' noise, but also the alarm clock! So if there's an early morning rising, the earplug/headphone "solution" may also allow the student to oversleep.

I agree with giving the RA one chance to correct the problem - she may be under the impression that it's the "floor rule" and no one's bothered. If she doesn't, then go up the chain of command. Since this usually happens when no one from Housing is on campus, make sure that your d has the phone number for campus security. When they talk to the housing office, they can threaten to use it. The day after any incident, they should convene on housing. If that doesn't work, they should convene on the office of the Dean of their class.

Good luck to your d! These are a critical 6 weeks what with finals and all. The situation should not be allowed to continue.

Email a formal complaint to the RA with a copy to the RD, the Housing Department and the Dean.
Sitting back and suffering might get you brownie points in heaven, but it does nothing for the here and now.

My son had an apparently intractable housing problem last year.
I mass emailed the entire chain of command with copies (Housing Supervisor, Senior Tutor, Bursar, Master of the College to use the terminology of his institution ). The problem was resolved literally within minutes. The Master emailed the Bursar, with a copy to me. The Bursar emailed the Housing supervisor, enclosing the Master's email and sent a copy to me. The Housing Supervisor emailed me around 5 minutes later saying that the problem would be fixed. And it was fixed and fixed very satisfactorily. There are times when you have to emulate an aggressive Black Helicopter and break out the napalm :-).
