Most state universities admit in-state students based on grades and test scores alone (assuming you're not a recruited athlete.) Maybe it is different for Mich. St. I have no idea.
From the bolded parts below, it looks like your GPA is on the low end, but your ACT is about 3 points away from the average. If Mich. State looks at weighted gpa's and if you took hard classes, then this may help.
My advice is to work hard fall semester and try to raise your ACT score a few points. Right now you are in the bottom quarter of admitted people for the ACT and the bottom 13% for GPA.
