UMass has been in scramble mode since probably Summer 2008. The MA budget has taken a beating since Summer 2008 resulting in a quarterly exercise of budget cuts and the UMass system has suffered from lack of input and lack of support from the state. There was a lot of stimulus money promised but that is up in the air right now. Administrative offices have had furlough days and their have been layoffs, etc. I imagine that this is going on in a lot of other public university systems around the country.
