I've found that if you call at the busiest time (right when aid letters go out, etc.) it's really hard to get through. But, any other time - yes, they do pick up their phone and I usually don't have problems talking with someone. During busy times, I found that email is easier, and I always seem to get a timely response.

It's always easier to get through if you call before noon, EST. After that, it's crazy busy. Email is also surprisingly effective.
