chances please?

I was hoping some people could give me their opinions about my chances.

Applied to PSU-University Park
International Politics Major
3.85 weighted gpa/3.55 unweighted
30 ACT
3 AP courses
hispanic male from Louisiana

EC's:
High School rugby team (3 yrs, 1 yr as captain)
Peer Ministry (2 yrs)
Spanish Honor Society (2 yrs)
Student Ministry (1 yr)
Big Brother Program (2 yrs)
*just recently inducted into Natl. Honor Society...didn't put that on app though

New Orleans Hispanic Scholar (3 yrs)
Hospital Volunteer (1 yr)
State Senate Campaign Volunteer (1 summer)
Louisiana All-Stars Rugby Team (1 yr, co-captain)
Worked as bus boy/kitchen help in restaurant (summer of '06 and '07)

because my college counselor and the applicastion said it was optional, so I didnt write one...might regret it though. If I don't get in, i'll reapply and send in a personal statement

You can't apply again this year if you get rejected. If a college says something is optional it really is mandatory unless you're too good to miss, and you're not too good to miss. You probably will still get in because it's penn state, but if you don't I guess you know.

Your ACT score is good, so are your grades. I think you have a good chance.
