GPA needed to transfer as an Econ major...

So I want to transfer for my junior year and I was just wondering what GPA range would give me an average (25%) chance at getting accepted into Rice from a 3rd Tier Public/Community College. Also, I should state that if I were to apply, it would be for the Spring 09 semester, and I'd probably have around 80-85 hours of credit and I'm expecting at least a semesters, 15 hours, worth of credit not to transfer. If anyone has any advice, tips, suggestions, etc..., I'd appreciate it.

I here it is extremely difficult to transfer to Rice. Also, they don't accept lots of credit unless it is from a university that offers a degree in that field. (I have to take a class over the summer and found this out). I would say a very high GPA is required, no lower than a B-.

This is all my opinion and not an authority at all.
