time management problems

when i take practice tests, if I had unlimited time I would get every math question right. But I cannot manage my time. March and Jan SAT I scored 690 and missed 4 questions and 2 were omitted (last 2 of section-did not get to) and two were wrong(also last 2 of section that I bubbled in). WHen I went back and looked at them I could do them all if I had more time. Before June SAT I took 5 practice tests and would get all correct except ones I could not get to, and then I would do those last 2 on each section and got them right. June SAT made a 680. I have done Barrons, Blue Book, etc. and I cannot fix time management. ANy suggestions? DO I meed a prep course or tutor, or will that just teach me how to answer the questions. I absolutely need a 750-800 to get into the honors program I would like to attend. But I do not know how to get faster. On two of the practice tests I forced myself to rush and be at a certain point by 15 minutes, but then I made 2 careless mistakes by misreading the question. Help!!!!
