the answer is A, but I thought it could be E because in silverturtle's guide, it says that if and connects a compound noun and the closest noun to the verb is singular, then the verb can be either singular or plural!!!

Re-write it as:

A job directory and a list of job referral centers *are* available through the school's guidance office...

or

A job directory and a list of job referral centers, (which are) available through the school's guidance office, provide information for students in need of employment.
