Which is better?

I have a 1260/1600 , 1780/2400 and a 700 on bio, 650 on physics, and 610 on math 2
also a 27 ACT composite ( 24 English, 26 reading, 28 Math, 29 science )

which is better to send (or both) to colleges for an Engineering Major (most schools dont require SAT 2)

According to the SAT/ACT conversion chart I found here, SAT-ACT Conversion chart
your SAT and ACT scores are roughly the same, so it probably doesn't matter which one's you send. If it makes it easier to decide, your SAT scores are borderline between a 26 and 27, so maybe you'd be safer sending the ACT score, but it is marginal, so it probably does not really make a difference. If I were you, I would call the school you are planning to attend/apply to, and ask the admission office which one they think you should send.

Send both they might aggregate the sections.

If not it wont hurt you because the scores look pretty similiar.

Just MHO but I think it shows you are a more serious applicant if you took both tests.
