Stumbling on ACT?

My son is extremely gifted, high IQ, all AP classes, etc. yet he took the ACT the first time and got a 31 and the second time, a 30! He is crushed! He doesn't feel he has text anxiety, but this just doesn't add up. Just to clarify...he is probably a solid 34...only on a great day any higher than that, but any thoughts as to what to do? Should he be trying to improve the SAT instead? He received a 199 on the PSAT his soph year and hasn't taken it since. He is a senior He wants to get into a great school, but these numbers are crushing him. I think he probably has a lower processing speed than his IQ, so it takes him a little longer to work through things. IQ 156 with I think Processing of 96. Any thoughts at all?

To do the ACT it's not about being smart, but practicing a lot. The ACT is all about focus and speed, maybe he is struggling a bit with the speed, maybe try the SAT? It's still pretty fast but slower than the ACT.

Thanks, I just read that somewhere that there is a bit more time allowed on the SAT as well. ACT is just what everyone concentrates on here. I am going to tell him to consider that. Also strange that his weakest subject was Reading when that is easily his best skill. There must be something I don't know about the reading section for it to blow him up like that.
