shrewed decisions is correct. The circus eliminated animals (sharply reduced expenses) and marketed for adults which allowed raising the tickets' prices.

less accusative does not work. it is describing passage two in relation to passage 1. passage 2 is less evenhanded. not less accusatory.

gashawnesro, less accusatory would only have worked if the question had asked how passage 1 compared with passage 2. but it asked how passage 2 was compared with passage 1 and it was definitely MORE accusatory. passage 1 was more subtle.

there was no choice which said less evenhanded.it was more even handed.
