college admission

My son is planning to do Economics in college.

He got a 34 composite score in ACT in June 2008.
His SAT scores are
2060 in reasoning (it is low and is planning to take again in Oct).
SAT subject scores are
800 in SAT mathematics 2, 770 in biology M and 740 in US history.
He is in varsity tennis for 3 years and plays in competitive tennis tournaments.
He qualified for state for two times in school Debate and has held officer posts
in Debate club.
He has done volunteer work for Soup Kitchen, SPCA and now teaching tennis for under privileged kids.
Minor things. He is an excellent piano player and has brown belt in Karate

What are his chances to get into Harvard or U of Chicago or Berkley for Economics?
